22 – The Mitzvah of Lending / Chapter One

  1. The mitzvah of giving loans applies only when one has funds readily available. But if one does not have the funds, he is not obligated to borrow from others in order to have money to lend. Nevertheless, doing so is considered [part of the general] mitzvah of chessed.

However, if [the potential lender] has funds but are deposited to another person, then [the lender] is obligated to retrieve his deposit and lend it to the person who asked for the loan. If he is disinclined to retrieve the deposit [now], he is obligated to borrow money from others [in the meantime] in order to give the loan to the person who requested it. Some authorities maintain that if the [potential lender] has money that he lent to someone else, and that debt is due, then [the lender] is obligated to collect the debt that was due and lend it to the person who is now requesting a loan.
