36 – The Mitzvah of Lending / Chapter six

B. Two poor people seeking a loan from a potential lender, one of them is a relative and the other is not, or one of them is from his town and the other one is from another city, then the relative or the one who is from his hometown comes first. The Torah thus says,to the poor man “among you” (Shemos 22:24). — and the one who is his relative or from his hometown is the one who is “among you.”

A “poor person of your city” is anyone who has dwelled there for at least twelve months, or has purchased a home there, or moved there with the intention of settling there permanently.

The lender’s neighbors have precedence over the rest of the inhabitants of the city.
