Laws of Blessings – 24

  1. On Shabbos, we insert the paragraph “May it please You” in the blessing of “Who rebuilds Jerusalem,” and on festivals and Rosh Chodesh we insert there Ya’aleh v’yavo (“may there rise and come”). The reason for this is that since these are requests for Divine mercy, our Sages ordained to include in this blessing which has as its theme a request for mercy. (Shulchan Aruch OC 188 with Mishnah Berura)

2.     On days that a festival coincides with Shabbos or Shabbos with Rosh Chodesh, the special paragraph for Shabbos is recited before Ya’aleh v’yavo. This is because the Shabbos paragraph is recited more frequently, and the rule is, “When there is something frequent along with something less frequent, the frequent comes first.” If the person mistakenly reversed the order, he nevertheless fulfilled his duty. (ibid.)
