Everyone knows how important Torah learning is, as reiterated many times in the Torah, and Hashem wanted it to be constantly on our lips and engraved in our hearts. He loves Torah so much that he praises the Jewish people saying ‘a people who have my Torah in their heart’, and our Sages said, ‘Praiseworthy is he who comes to [the next world] with an acquisition of Torah’.

In our days it is almost impossible to be completely proficient in the whole Talmud, and since Hashem commanded us to know the whole Torah, there must be some way of doing this. Therefore one should be proficient at least in the summary of the halachas in the Talmud, as compiled by the RI”F, even if he learns it just with Rashi, without the Nimukei Yosef and the RA”N.
