“Only your sanctified animals which you have and your vows, you shall bear and you shall come to the place which Hashem will choose” (Devarim 12,26)
It is a positive commandment to bring all of our sacrificial obligations (Sin offerings, guilt offerings, burnt offerings and peace offerings) to the Chosen House and to offer them there. Even animals which were sanctified outside the land of Israel, we are obligated to bring to the chosen place and about this it says “Only your sanctified animals which you have and your vows shall you bear and you shall come to the place which Hashem will choose”. Even though we have already been commanded to bring all offerings in the Beis Hamikdash, (commandment 440) we have been given a special commandment regarding offerings from outside the land of Yisrael, to teach us that a person is obligated to occupy himself with bringing them until he succeeds in bringing them to the Beis Hamikdash. It is possible to say that the Torah needed to specify this commandment regarding the animals sanctified outside of the Land of Israel because with them there is more effort required than with the sanctified animals inside the land of Israel which are closer to the Beis Hamikdash.
