  1. Sometimes by not extending a loan the person also transgresses the prohibition of “Do not stand still over your neighbor’s blood” (Vayikra 19:16) [i.e., when his life is in danger]. For example, when the person asking for the loan is in danger and by giving the loan the borrower could be rescued from the danger—one who does not give a loan in this situation would transgress this prohibition. There are opinions that maintain that this prohibition of “Do not stand still over your neighbor’s blood” is not necessarily limited to situations where there is danger of death, but also to cases of monetary loss. If so, in a situation where the person asking for the loan will likely face a financial loss because he did not have cash available, then the person who refused to give the loan will also transgress this prohibition.
