The Laws of Arising in the Morning (20)

1)    Before praying the afternoon and evening services one should also wash one’s hands, if one had water available. However, one should not make the berachah. Even if one prays immediately after learning Torah, one should wash one’s hands before praying. If, however, he washed his hands for the afternoon services, and concentrated on keeping his hands pure, he does not need to wash again before the evening prayers. (Shulchan Aruch and Mishne Berura 4, and 233)

2)    There are those who write that the custom was not to be careful to do the above. It is, however, correct to be careful whenever possible. (Kaf Hachaim ibid)
