The Laws of Mentioning and Asking for Rain (5)

1) If one is not sure if he had said “Vesein Tal Umatar Livrachah”, if it occurred in the first thirty days after having started saying it that year, we must assume that he is still continuing to say like his old custom and he must therefore repeat. However, if this happened to him after thirty days, it is assumed that he has already become used to saying it in the Amidah and he does not repeat. This is true even if during those thirty days he said it less than ninety times (because of Shabbos and Yom Tov) and it remains true even if during those thirty days he erred or forgot and did not say “Vesein Tal Umatar Livrachah”, as the law is that once thirty days have passed one does not repeat. (Shulchan Aruch and Mishne Berurah 114,117)

2) If a person said the new version ninety consecutive times one is allowed to now assume that he says the right version and he does not repeat when unsure. (The Ashkenazim will say “ve’es kol minei sevu’asah letovah Vesein Tal Umatar Livrachah”, and the Sephardim will say “Rofei cholei amo Yisrael Bareich aleinu… Vesein Tal Umatar Livrachah”. (ibid)

“Moshe established for Yisrael, that they should inquire and teach the issue of the day, the halachos of Pesach on Pesach, the halachos of Atzeres on Atzeres, the halachos of chag on the chag” (Megilla 32)
