The Laws of The Beginning of the Month (14) Sanctifying/Blessing the moon

1)    Women are exempt from the obligation to bless the new moon, and they should not make this blessing under any circumstances. (Mishne Berurah 426). Some say that it is correct fror them to hear the blessing from a man, or to say the words “Baruch Mechadesh Chadashim” (Blessed is He who renews the months!”). (Kaf Hachaim ibid)

2)    Some say that even a blind person should make this blessing, as the blessing really was formed to thank Hashem for the renewal of the world and even a blind person derives benefit from the creation of the moon as through its light other people can see and guide him to the place where he wishes to go. (Mishne Berurah ibid). Some say that for a blind person the obligation to make this blessing is doubtful and that he should not make the blessing himself and instead should hear it from others. (Ben Ish Chai and Kaf Hachaim ibid)
