1) One may not wear new clothes during these days, even if they are clothes on which one does not make “Shehecheyanu”. (Shulchan Aruch and Mishne Berurah 551)
2) Even many Sephardim have the custom not to wear new clothes during the entire nine days. (Ben Ish Chai Devarim)
