The Laws of Washing Hands – 16

1) If one washed one’s hands with water which might possibly have been used for something or be Tamei (Impure), one’s hands are Tahor (Pure). If one has no other water, one may use this water for washing one’s hands. (Shulchan Aruch and Mishne Berura 160)

 

2) Although we have explained that if one washed one’s hands with such water, one’s hands are Tahor (Pure), however, if he has other water, he should ideally wash his hands again. This is especially true as we know that washing one’s hands in a manner which is not ideal, leads to poverty. (ibid)
