1) Chazal decreed that after reciting the chapter of the verses of the daily offering, one should recite the chapter of Mishnah which is called “Where is the correct place for the offerings?”, and the baraisa of Rabbi Yishmael, so that a person will have learned some written Torah, some Mishnah and some Gemarah every day. The reason that Chazal chose this chapter of the Mishnah is because there are no disputed laws in it. (Shulchan Aruch and Mishne Berurah 50)
2) If a person wants to use these chapters to fulfil his obligation to learn Torah every day, he must understand what he is saying, as if he does not understand, it is not considered learning. When discussing prayer, on the other hand, Hashem listens and understands his intentions even if the person does not understand. (ibid)
