Hilchos Sefiras Ha’omer – 14

1. Although we do not practice extra happiness during these days of Sefiras Ha’omer, nevertheless, if an item comes one’s way for which the She’hecheyanublessing is recited, one may do so (Shulchan Aruch and Mishnah 493).

2. Some say that it is permissible to acquire a new garment during this period without hesitation [i.e., not only when it “comes one’s way”] and to recite theShe’hecheyanu blessing (Kaf HaChaim ibid.).
