Categories of Muktzeh
Laws specifically relating to muktzeh on Yom Tov are explained in Chapter 21.
BASIS LA-DAVAR HA-ASSUR
52.a. 1) An article does not become a basis la-davar ha-assur unless an object which is muktzeh is placed or hung on it with the intention that it should serve the purposes of the muktzeh object.
2) Thus, a table can become a basis la-davar ha-assur if candlesticks are placed on it.
52.b. 1) If, on the contrary, the muktzeh object serves the purposes of the article on which it is placed or hung, the article may be moved, subject to the rules set out in paragraph 47b above.
2) This would be so in the case of a stone which is placed
a) on the lid of a receptacle to prevent cats from opening it or
b) on sheets of paper to stop them from being scattered in the wind.
