The Laws of Arising in the Morning (21)

1. The rule that one must wash one’s hands was only for the purpose of praying or reciting the Shema, but for other blessings or to learn Torah one is not obligated to wash one’s hands. (Shulchan Aruch 4)

2. After a proper sleep on his bed he must wash his hands even to say other blessings or to learn Torah, since it is probable that he touched those parts of his body which are supposed to be covered. After a small doze, however, he needs to wash his hands only for praying. (Mishne Berurah ibid)
