1. The obligation to make the blessing on the Torah is for all types of learning, whether one is studying the Written Torah or the Oral Torah, be it Midrash. Mishne or Gemara. (Shulchan Aruch and Mishne Berurah 47)

2. One who writes words of Torah, even if he does not utter the words with his mouth, must make the blessing. (It is, however, correct to say some words, as there are opinions that one does not make the blessing for writing.) If he is a scribe who copies words of Torah without understanding them at all, he is not obligated to make a blessing before beginning writing. (Mishne Berurah ibid)
