48 – The Laws of Paying Wages /Chapter Nine

10. The employer must pay the worker his full wages on that day, and if he fails to pay the full sum, he violates the prohibition of –A worker’s wage shall not remain with you(Vayikra 19:13) with regard to that remainder that he did not pay.

If the employer does not have the full sum that is due the worker, he must pay whatever he does have, and if he does not pay him that portion, it is also a transgression of A worker’s wage shall not remain with you.
