1. The Ashkenazi custom is that one does not cut one’s hair or beard during the three weeks, and an adult may not even cut the hair of a small child. (Kitzur 122)
2. Even according to the Sephardic custom, (that the prohibition is only the week of the ninth of Av), many keep the custom of the Ar”i Zal who did not cut his hair for the entire three weeks. (Ben Ish Chai Devarim 12)
The Laws of the Three Weeks (6)
1. One may not arrange dances and festivals in the three weeks. (Nowadays it also forbidden to listen to recorded music). (Mishne Berurah 521)
2. A Jew whose income comes from playing music, may play for non-Jews until the first day of Av, except on the seventeenth of Tamuz itself (and the tenth of Teves), when one may jot. (Kitzur 122, Ben Ish Chai Devarim 12)
