Fixing consistent times to learn Torah is one of the things about which a person is asked when it comes to the Day of Judgment, as one will be asked “Did you fix times for the Torah?”. The holy book “Chak Leyisrael” is already famous in all areas where Jews live, and it is one of those important things where a very small thing contains a lot and it has great importance as in a small period of time a person can learn a lot of studies and his hand will be in everything, and it is arranged according to the mystical secrets of the Torah according to the way of the Ar”I Zal and one can learn much wisdom, laws and ethics from it.
It pains me greatly to see many members of Klal Yisrael who are addicted to emptiness and before finishing praying they run off to their work and labor and destroy much good. They do not know that just like when we are dealing with the business and monetary affairs of this world sometimes a person will be able to buy something cheap and make huge profits on it, so too in this matter when a person learns a little Torah he makes a huge profit.
The matter of fixing consistent times to learn Torah is very great as it is a law learned from our teacher Moshe at Mount Sinai (regarding that which is forbidden and permitted) that “That which is fixed is like it is fifty-fifty!”, so it would appear that one who has fixed times to study the holy Torah will be considered by Hashem as if he has occupied himself with Torah for half of the day. Who can see this thing or hear about these things and not desire to merit to this learning and to make huge good profits, and he will fix times to learn each day and also fix a time to learn in the night as much as he can and with this he will fulfil his obligation and fulfil “And you shall speak about it day and night!”.
However, these small amounts were only said regarding someone whose time is very pressed and is very occupied with his work and toil from morning to evening because he needs sustenance and livelihood, that even in such a situation he is not absolved from the obligation to fix times to learn Torah.
