Categories of Muktzeh
Laws specifically relating to muktzeh on Yom Tov are explained in Chapter 21.
MUKTZEH MEI-CHAMATH GUFO
27.a. Peels, seeds (pips) and bones are not muktzeh and may be moved, if
1) they are fit for human consumption or
2) they are fit for animal consumption and there is an animal in the vicinity to whom they could be given.
27.b. Examples are orange peels, watermelon seeds and soft bones.
27.c. Peels, seeds and bones of this kind do become muktzeh if they are thrown away (for instance into a refuse bin or the street) before Shabbath commences, but not if they are thrown away on Shabbath.
27.d. By contrast, normal foodstuffs do not become muktzeh when one throws them into the refuse bin, even if one does so before Shabbath.
