Learning the RI”F as mentioned above does not absolve us from knowing practical halacha, it only affects his obligation to know the whole Torah. However, if we don’t spend time knowing the whole Torah, how embarrassing it is to say over seven hundred times a year, ‘and these things should be … on your heart’, expressing Hashem’s wish that His words should be engraved on our heart, and yet we do nothing to fulfill it. This is what we mean when we say, ‘open our eyes to your Torah… and may we not be eternally embarrassed’.
