(ט)וַיִּקָּֽרְא֣וּ סֹפְרֵֽי־הַמֶּ֣לֶךְ בָּֽעֵת־הַ֠הִיא בַּחֹ֨דֶשׁ הַשְּׁלִישִׁ֜י הוּא־חֹ֣דֶשׁ סִיוָ֗ן בִּשְׁלוֹשָׁ֣ה וְעֶשְׂרִים֮ בּוֹ֒ וַיִּכָּתֵ֣ב כְּֽכָל־אֲשֶׁר־צִוָּ֣ה מָרְדֳּכַ֣י אֶל־הַיְּהוּדִ֡ים וְאֶ֣ל הָאֲחַשְׁדַּרְפְּנִֽים־וְהַפַּחוֹת֩ וְשָׂרֵ֨י הַמְּדִינ֜וֹת אֲשֶׁ֣ר ׀ מֵהֹ֣דּוּ וְעַד־כּ֗וּשׁ שֶׁ֣בַע וְעֶשְׂרִ֤ים וּמֵאָה֙ מְדִינָ֔ה מְדִינָ֤ה וּמְדִינָה֙ כִּכְתָבָ֔הּ וְעַ֥ם וָעָ֖ם כִּלְשֹׁנ֑וֹ וְאֶ֨ל־הַיְּהוּדִ֔ים כִּכְתָבָ֖ם וְכִלְשׁוֹנָֽם׃
(י)וַיִּכְתֹּ֗ב בְּשֵׁם֙ הַמֶּ֣לֶךְ אֲחַשְׁוֵרֹ֔שׁ וַיַּחְתֹּ֖ם בְּטַבַּ֣עַת הַמֶּ֑לֶךְ וַיִּשְׁלַ֣ח סְפָרִ֡ים בְּיַד֩ הָֽרָצִ֨ים בַּסּוּסִ֜ים רֹֽכְבֵ֤י הָרֶ֨כֶשׁ֙ הָֽאֲחַשְׁתְּרָנִ֔ים בְּנֵ֖י הָֽרַמָּכִֽים׃

(יב)בְּי֣וֹם אֶחָ֔ד בְּכָל־מְדִינ֖וֹת הַמֶּ֣לֶךְ אֲחַשְׁוֵר֑וֹשׁ בִּשְׁלוֹשָׁ֥ה עָשָׂ֛ר לְחֹ֥דֶשׁ שְׁנֵים־עָשָׂ֖ר הוּא־חֹ֥דֶשׁ אֲדָֽר׃
(יג)פַּתְשֶׁ֣גֶן הַכְּתָ֗ב לְהִנָּ֤תֵֽן דָּת֙ בְּכָל־מְדִינָ֣ה וּמְדִינָ֔ה גָּל֖וּי לְכָל־הָֽעַמִּ֑ים וְלִֽהְי֨וֹת הַיְּהוּדִ֤ים עֲתִידִים֙ לַיּ֣וֹם הַזֶּ֔ה לְהִנָּקֵ֖ם מֵאֹֽיְבֵיהֶֽם׃

(9) The king’s scribes were summoned in the third month, which is the month of Sivan, on the twenty-third day, and an edict was written according to all that Mordechai instructed the Jews, the satraps, the governors, and the nobles of the provinces from Hodu to Cush, one hundred and twenty-seven provinces to each province according to its script and to each nation according to its language, and to the Jews according to their script and language.
(9) The king’s scribes were summoned in the third month, which is the month of Sivan, on the twenty-third day. Mordechai waited until the original messengers returned, and only then an edict was written according to all that Mordechai instructed the Jews, the satraps, the governors, and the nobles of the provinces from Hodu to Cush, one hundred and twenty-seven provinces to each province according to its script and to each nation according to its language, and to the Jews who never received the first edict received only the second edict according to their script and language.

(10) He wrote it in King Achashverosh’s name and sealed it with the king’s signet ring. He sent the letters by couriers on horseback, riding mules bred of mares from the king’s stables. (11) that the king had allowed the Jews of every city to gather and stand up for their lives; to annihilate, kill and destroy every army of any nation or province that might attack them, including their] children and women, and to plunder their possessions,

Unlike Haman who sent them by foot, Mordechai sent them on horseback so they would get there quickly, riding mules bred of mares from the king’s stables. Since he wanted to send the same messengers immediately he could not send them by foot because they would need to rest for a few weeks first.
