Dangerous Nuisances and Hazards to Health
ELIMINATION OF DANGEROUS NUISANCES OR OF HAZARDS TO HEALTH
9.a. 1) It follows that one is permitted to remove glass splinters, a needle, a nail or any other muktzeh object from a place where people are liable to be injured by them. (See also Chapter 23, paragraphs 35 and 36 regarding broken windows)
2) A muktzeh object may be removed in such a case even if it is in the street in a place where there is no eiruv, so long as the street does not actually come within the definition of a reshuth ha-rabbim, as set
out in Chapter 17, paragraph 3.
9.b. One may likewise scatter even muktzeh cinders or sand over patches of ice or oil in the street, to prevent passers-by from slipping on them.
