1. Ideally, one should be careful when washing one’s hands in the morning to keep all the laws which apply to washing one’s hands before a meal. However, if he did not, the washing is still valid, and he can make the Berachah “Al netilas yadayim” even if he has not kept the aforementioned laws. (Shulchan Aruch and Mishne Berura 4)

2. In case of necessity, therefore, one may wash one’s hands with a vessel which has a hole, or from a tap without a vessel, even though when washing for a meal these things invalidate the whole hand-washing. (Mishne Berura ibid)
