The Laws of Prayer (17)

1) “One may not recite verses from the written law by heart!”. This applies to all verses from the written law except those which all people are fluent in. (Shulchan Aruch and Mishne Berurah 48)

2) Some contend that this interdiction applies only when saying verses in order to allow other people to fulfil their duties of saying those words, but otherwise it is permitted. (ibid)
