1) The blessing of “Ahavah Rabbah” or “Ahavas Olam”, in the morning and evening services, can replace the blessing on the Torah as it contains phrases which have the same theme as the blessing on the Torah, as we say “And put in our hearts (the ability) to learn, teach, keep, perform and fulfil etc. (Shulchan Aruch and Mishne Berurah 47)
2) This is, however only true if he learned Torah immediately after the blessing (which in this case means immediately after the prayers), and it is unclear if reading the Shem is considered learning for these purposes. It is therefore very important to say the blessing on the Torah before praying, as if he does not he might forget to learn after the prayers and it will be unclear if he has fulfilled his obligation.
