Laws specifically relating to muktzeh on Yom Tov are explained in Chapter 21.

KELI SHE MELACHTO LE-ISSUR

7.a. A keli she-melachto le-issur may be moved, subject to the limitations contained in the following paragraphs,

1) if one needs to use it on Shabbath for a permitted purpose or

2) if, on Shabbath, one needs to make use of the place which it occupies.

7.b. Otherwise, it may not be moved, even if one fears that in its present position it is liable to be spoiled or lost.

8.a. Examples of the use of a keli she-melachto le-issur for a permitted purpose are

1) the use of a hammer to crack nuts,

2) the use of a matchstick to pick one’s teeth and

3) the use of a needle to extract a thorn from one’s finger.

8.b. One must not do anything to adapt the keli she-melachto le-issur to its permitted use, for instance trimming the end of a matchstick with which one wishes to pick one’s teeth.

8.c. A keli she-melachto Ie-issur ought not to be used if one has available, and could use for the same purpose, an article whose use is not restricted.
