Laws specifically relating to muktzeh on Yom Tov are explained in Chapter 21.

 

KELI SHE MELACHTO LE-ISSUR

5. A keli she-melachto l-issur is an object which is used for performing an activity that is forbidden on Shabbath, for example

a. a pen, because it is used for writing.

b. a pair of scissors, because they are used for cutting (but see paragraph 16 below regarding kitchen scissors),

c. notepaper, because one writes on it, or

d. a pot used primarily for cooking.

6.a. An object which is more often than not used for performing a forbidden activity, and is only occasionally used for performing a permitted activity, is treated as a kli she-melachto l-issur

6.b. An object

1) which is more often than not used for performing a permitted activity, although it is also occasionally used for performing a forbidden activity, or even

2) which is used with equal frequency in the performance

of forbidden and permitted activities, is not treated as a keli she-melachto l-issur (but is treated

in the manner outlined in paragraph 80 below).
