Hilchos Chanukkah / Kindling the lights (n) – 21

1. It is forbidden to use the fire of the Chanukkah lights to ignite anything else, not even if it is to light a candle which will be used to light one of the other Chanukkah lamps. Some are strict and do not even light one Chanukkah lamp directly from another, even without using an intermediary, mundane candle (Shulchan Aruch674:1).

2. If one of the Chanukkah lights went out, even if it was within the first half-hour, it is forbidden to re-light it from one of the other lamps. Since from the standpoint of the basic Halacha once the lights were kindled the person has discharged his obligation, it is not necessary to re-light it, and therefore it is now considered mundane relative to lights that are still burning. And even though the custom is to nevertheless re-kindle them, since there is no obligation to do so, it should not be re-kindled from one of the other lights (ibid.).
