PRODUCING MUSICAL AND OTHER SOUNDS ON SHABBATH OR YOM TOV
38. One should not dance on Shabbath or Yom Tov, except in dancing celebration of a mitzva (as on Simchath Torah).
39.a. The bells attached to the silver ornaments with which it is customary to adorn a sefer Torah are designed to sefer Torah produce a sound.
39.b. 1) Nonetheless, one should not protest against those who place ornaments with bells on the sefer Torah on Shabbath or Yom Tov.
2) This is because there are some authorities who hold that their action is justified by the mitzva element involved.
