When reading from the Torah in public and one of the readers reads it hurriedly, or if the cantor hurries with the prayers, they cause a grave sin to the entire congregation as against their will they have to hurry their own prayers because of him and he will carry their sins on his soul and his neck and we wish that his gain will outweigh his loss.
Even though it says in the verse “And his flag is beloved over me!” and Chazal extrapolate it to mean that “And there is love for those who omit” which means that Hashem cherishes even those who read with omissions and errors, this refers to one who has put a tremendous effort into learning to read and reads slowly and thoroughly but unfortunately he is not talented enough and still reads with mistakes and errors then this man is considered before Hashem like a small child who speaks toddler language which is sweet and cherished by the hearers, whereas if a grown adult would speak with burblings and half-words like a baby, he will be made a mockery and denigrated. If only people would be wise enough to understand this and realize that it is better to say a little with full concentration and that Hashem does not count pages and instead counts time and that there is no point in haste when learning or praying. Instead. he should read slowly and sweetly and Chazal said that “One who reads a verse sweetly brings redemption to the world!”.
