Categories of Muktzeh
Laws specifically relating to muktzeh on Yom Tov are explained in Chapter 21.
KELI SHE MELACHTO LE-ISSUR
16.a. The category of keli she-melachto le-issur includes such items as matchsticks, purses used for carrying money (while there is no money inside), oil lamps (provided they were not burning when Shabbath commenced), rulers, combs, nails, cigarettes, soap and washing powder.*
16.b. A purse made for holding money may be opened when there is no money inside, in order to take out a key.
16.c. 1) Kitchen scissors are regarded in the same way as an ordinary knife and are not a keli she melachto le-issur.
2) This because they are intended to be used mainly for purposes which are permitted an Shabbath, such as cutting up food or opening bags containing food.
