1. The blessings are recited before kindling the lights. If one already kindled the lights and then realized that he had not recited the blessings, he may still recite the blessings as long as he has not lit all of the flames. But if he has already lit all of them, he does not recite L’hadlik(“to kindle the Chanukkah light”) but only She’asah nissim (“Who has performed miracles”), and if it is the first night he also recites Shehecheyanu(Kitzur Shulchan Aruch, 139 and Kaf HaChaim 676).
2. After kindling the first light, and while kindling the others, the person lighting recites the Haneiros Halalu declaration (“These lights” etc.). Some have the custom to recite this declaration after kindling all the lights (ibid.).
